RESOLUTION NO. xx
SERIES OF 2011
A RESOLUTION OF ______________________ IN SUPPORT OF
COUNTYWIDE ADOPTION OF ENERGY EFFICIENCY
AND ECONOMIC DEVELOPMENT GOALS
WHEREAS, countywide, we spent 95 Million Dollars (1) on energy to heat, light, and run our homes, businesses, and community facilities in 2009; and
WHEREAS, countywide, we collectively spent 124 Million Dollars (2) on fuel to operate our vehicles and run our transportation systems in 2009;
WHEREAS, countywide, in 2009, we collectively spent a total of 219 Million Dollars (3) on energy;
WHEREAS, countywide, in 2009, we collectively used 12,136,026 Million BTU (4) of energy;
WHEREAS, with proven technology and energy management measures, we can significantly increase our overall energy efficiency, achieving the same level of comfort and service with lower energy consumption and greater use of renewable energy sources ; and
WHEREAS, the U.S. Bureau of Labor and Statistics historical average rate of inflation for U.S. energy prices for 2000-2010 is 6.5% per year and taking no action to increase energy efficiency means a significant increase in energy costs by 2020.
WHEREAS, energy efficiency, renewable energy investments, and reduced dependence on petroleum result in numerous positive results including job creation, cost savings, energy independence, energy security, and reduced emissions; and
WHEREAS, across the country and across Colorado, businesses and units of government are adopting energy efficiency, renewable energy, and petroleum reduction targets (5) as a way to accelerate achieving energy efficiency and economic benefits; and
WHEREAS, the State of Colorado and multiple municipalities in Garfield County have already adopted energy and economic goals and policy statements; and
WHEREAS, working together countywide, we can significantly reduce energy costs and energy waste and increase energy productivity, making more funds available for other purposes and creating a stronger and more resilient economy; and
WHEREAS, working together, we can tap the economic benefits for households, businesses and units of government, by striving to make our entire county a model of energy efficiency, energy security, and energy independence.
NOW, THEREFORE, be it resolved that ___________ hereby supports adoption of a county wide goal to increase energy efficiency, and to reduce energy consumption by 20% by 2020 and reduce petroleum consumption by 25% by 2020, over a 2009 baseline, and obtain 30% of our electricity from renewable sources by 2020 as a means to a stronger, more resilient and more energy-secure economy.
